NCIAVHR Holds Workshop for CSOs in Shabwah on Victim Redress and Transitional Justice

Today, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) held a workshop in Shabwah Governorate, bringing together 34 participants representing civil society organizations and human rights institutions, along with several activists working in monitoring and documentation. The event was titled: “Victim Redress in the Path of Transitional Justice: Mechanisms – Challenges – Opportunities.”
The workshop featured working papers presented by NCIAVHR member Judge Dr. Dhiya Muharriz and human rights activist Hiyam Al-Qarmoushi, who explored the legal and human rights mechanisms necessary to ensure justice for victims of human rights violations. They also discussed the challenges of integrating accountability within transitional justice frameworks and highlighted opportunities to advance reparations and justice amid ongoing conflict.
In her presentation, Judge Muharriz reaffirmed the Commission’s continued commitment to its mandate of monitoring, documenting, and investigating violations, and referring cases to the competent judicial authorities to ensure accountability and prevent impunity. She emphasized the importance of partnership with civil society organizations, human rights defenders, and media professionals in documenting violations and promoting initiatives that place victims at the heart of peace and reconciliation efforts.
The workshop saw strong engagement from participants, who contributed thoughtful interventions and raised critical questions that enriched the discussions. The event concluded with the drafting of a consensus-based set of outcomes that articulated a practical, nationally grounded vision. These outcomes outlined shared responsibilities and defined roles in ensuring justice for victims and holding perpetrators accountable—tailored to Yemen’s current realities and on-the-ground challenges.
