NCIAVHR Launches Workshop on Mechanisms and Challenges in Protecting Economic and Social Rights

The National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) inaugurated a three-day training workshop this morning in the interim capital, Aden, under “Mechanisms and Challenges in Protecting Economic and Social Rights.” The event was organized with the support of the Office of the High Commissioner for Human Rights (OHCHR) and brought together representatives of civil society organizations, government institutions, and several legal and human rights experts.

The workshop aims to strengthen awareness of economic and social rights as an integral component of the broader human rights framework. It seeks to review the relevant international and national legal instruments, clarify the roles of different stakeholders in safeguarding these rights, and enhance participants’ skills in field monitoring and documentation of violations.

The program includes training and discussion sessions on the fundamental concepts of economic and social rights and the mechanisms for their protection. It also features case studies of violations committed in Yemen, such as non-payment of wages, obstruction of food aid delivery, targeting and destruction of schools, forced displacement, and the recruitment of children. Special focus will also be given to gender-related violations and the consequences of the ongoing armed conflict.

Several working papers will be presented during the workshop. These include an analysis of the role of the Commission and civil society organizations in monitoring and documenting violations of economic and social rights, a paper on mechanisms and challenges specific to Yemen, and studies addressing government reforms and related economic mechanisms. A specialized paper will also examine the challenges of activating litigation mechanisms in cases involving economic and social rights, including examples of relevant judicial precedents.

The workshop will conclude with the formulation of a set of practical recommendations aimed at strengthening national protection mechanisms and enabling both government and community actors to support victims and hold perpetrators accountable, in line with Yemen’s human rights obligations.
