NCIAVHR and ICRC Conclude Training Workshop for Commission Staff in Aden

The National Commission to Investigate Alleged Violations to Human Rights (NCIAVHR) and the International Committee of the Red Cross concluded a training workshop on Wednesday in the interim capital, Aden, for the administrative staff of the Commission on International Humanitarian Law (IHL), as part of efforts to strengthen the capacities of national personnel working in the monitoring, documentation, and investigation of human rights violations.
The two-day workshop aimed to enhance participants’ knowledge of International Humanitarian Law, the classification of armed conflicts, the principles governing military operations, and the categories of persons protected during armed conflicts, thereby contributing to improved professional performance in documentation and investigative work.
During the workshop, Judge Hussein Al-Mashdali, Vice Chairperson of the National Commission, emphasized the importance of strengthening the legal and technical capacities of the Commission’s staff, noting that International Humanitarian Law constitutes one of the key legal frameworks underpinning the Commission’s monitoring and investigative activities related to conflict-related violations.
Judge Al-Mashdali stated that a deeper understanding of the rules and principles of International Humanitarian Law enhances the quality of professional work and improves the accuracy of fact-finding and legal analysis in accordance with international legal standards, supporting the Commission’s efforts to fulfill its mandate of uncovering the truth and ensuring justice for victims.
He further noted that the continued partnership and cooperation with the ICRC represent an important contribution to capacity-building efforts and the development of specialized skills among Commission personnel, expressing appreciation for the technical and training support provided by the organization.
The workshop included a number of specialized sessions delivered by the ICRC’s legal adviser, in addition to presentations on the Commission’s mandate, activities, and various departments. Interactive discussions also highlighted concepts related to the protection of civilians and persons affected by armed conflicts.
