NCIAVHR Meets Judicial Authorities and Inspects Detention Facilities in Shabwah Governorate

Today, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) conducted a field visit to the Shabwah Governorate. The visit included meetings at the Court of Appeals, the Prosecution Office, the Police Administration, the Criminal Investigation Department, and the Central Prison.

During the visit, the Commission’s team met with Judge Aref Omeir Al-Nassi, President of the Court of Appeals, and Judge Dr. Saleh Ahmed Al-Madhhaji, Chief Prosecutor of the Appeals Office. Both judicial officials welcomed the Commission’s visit and emphasized its importance in supporting justice efforts and safeguarding human rights. They provided an overview of the types of cases currently before the court, litigation procedures, and key challenges facing the judiciary in the governorate, including a shortage of judicial personnel and limited resources amid a growing caseload.

Commission member Judge Dr. Dhiya Muharriz discussed several cases related to alleged human rights violations that the Commission is investigating. She stressed the importance of close coordination with judicial and security bodies to expedite the resolution of pending cases, improve detainee conditions, and ensure the implementation of safeguards for citizens’ rights in line with national laws and relevant international conventions.

As part of the field mission, the Commission’s team visited detention centers at the Ataq Police Department, the Criminal Investigation Department, and the Central Prison. They examined the conditions of detainees and inmates, inspected holding cells, listened to accounts from individuals held on various charges, and assessed their legal status and access to legal rights as guaranteed under domestic laws and applicable international standards.

The visits included the participation of several officials, such as Judge Ali Al-Qarbou’, Deputy Prosecutor for Investigations and Prisons; Colonel Hassan Heshal, Assistant Director of Security in the Governorate; Brigadier General Ahmed Nasser Al-Ahwal, Deputy Director General of Police; Colonel Khaled Saleh Al-Awlaki, Director of Ataq Police; and Colonel Ali Lahoul Al-Khalifi, Deputy Director of the Criminal Investigation Department, along with other security officials from the governorate.
