Chairman of the Presidential Leadership Council Affirms Full State Support for NCIAVHR Promising to Dismantle the System of Impunity

His Excellency President Dr. Rashad Mohammed Al-Alimi, Chairman of the Presidential Leadership Council, reaffirmed the state’s full support for the work of the Commission to Investigate Alleged Violations of Human Rights (NCIAVHR), and the political leadership’s commitment to safeguarding rights and public freedoms, strengthening the rule of law, and holding perpetrators of violations accountable.
This announcement was made during a meeting held today, Thursday, between His Excellency and the leadership of the National Commission of Inquiry, headed by Judge Ahmed Al-Maflihi. President Al-Alimi stressed the Commission’s independence and its legal mandate as stipulated in the decision establishing it and in accordance with relevant international standards, underscoring the provision of all necessary facilitation and protection to enable the Commission to carry out its duties to the fullest extent.
The Chairman of the Presidential Leadership Council received a briefing from the Commission’s Chairman and Secretary-General on the Commission’s activities during the past period, including monitoring and documenting human rights violations committed by all parties, as well as its ongoing efforts to curb impunity and promote the principles of accountability and justice.
President Al-Alimi commended the significant efforts exerted by the Commission since its establishment and the qualitative achievements it has made, which have contributed to building broad local and international confidence. He renewed the commitment of the Presidential Leadership Council and the government to provide the necessary support to the Commission in accordance with its founding decision and international investigation standards.
The President emphasized that the establishment of the Commission was a direct response to constitutional, national, and international obligations, ensuring neutrality and independence. He noted that the Commission represents one of the key pillars of the Yemeni state’s credibility in addressing the human rights file domestically and internationally, and that its reports have served as a primary reference for national authorities and international partners in understanding the human rights situation in Yemen.
His Excellency also praised the Commission’s efforts during the recent events in the governorates of Hadramout and Al-Mahrah, highlighting the Commission’s announcement of its readiness to receive complaints from citizens subjected to detention in unlawful prisons, and to investigate allegations of torture or enforced disappearance.
President Al-Alimi emphasized the importance of providing comprehensive protection for victims, complainants, witnesses, as well as members of the Commission and its staff, affirming that uncovering the truth and safeguarding witnesses are essential prerequisites for achieving justice and national reconciliation.
He urged the Commission to expand the scope of its investigations into illegal detention facilities in line with the legal framework and its mandate, reiterating the state’s determination to dismantle the system of impunity and to build a state governed by the rule of law and institutions.
