NCIAVHR Engages Local Authorities and Assesses Conditions at Beihan Central Prison in Shabwah

The National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) carried out a field visit today to Beihan District in Shabwah Governorate, as part of its ongoing efforts to monitor the human rights situation and evaluate detention conditions across the region.
During a meeting with local authorities, Judge Dr. Dhiya Muharriz, head of the visiting delegation, outlined the Commission’s mandate and methodology for monitoring and documenting violations. She affirmed the Commission’s commitment to reaching victims, verifying the conditions of detainees, and monitoring compliance with the law. Judge Muharriz also highlighted the importance of strengthening internal oversight and accountability mechanisms within security and administrative bodies to safeguard human rights.
The Director General of the district, Mohammed Al-Fatimi, welcomed the Commission’s visit and expressed the local authority’s full support for its mission, noting that such efforts contribute to protecting and upholding the rights of victims.
As part of the visit, the team inspected the Central Prison and the detention facility at the Beihan Police Department. They met with facility officials, examined detention areas, and assessed their compliance with humanitarian and legal standards. The Central Prison currently houses 32 inmates and detainees, while five individuals are being held at the police detention center.
The team also listened to the concerns of several detainees, who called for timely resolution of their cases by the judiciary, improved healthcare and basic services, and the expansion of prison facilities to accommodate the current population while ensuring their fundamental rights in line with the Constitution, national laws, and international human rights standards.
The visit included the participation of Judge Mohammed Salem Al-Ahmadi, Deputy Prosecutor of Beihan; Colonel Abdullah Al-Jabwani, Director of Beihan Police; and Colonel Mohammed Arram, Director of the Beihan Central Prison.
