NCIAVHR Discusses Human Rights Developments and Protection Mechanisms with the Minister of State and Governor of Aden

Today, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) held a meeting with Abdulrahman Sheikh, the Minister of State and Governor of Aden, to review recent developments in human rights in the interim capital and discuss ways to strengthen protections and public freedoms amid ongoing security changes.
During the discussion, the Governor outlined the new security plan aimed at stabilizing the city and preserving its civilian character. Measures include relocating military camps outside residential areas to reduce armed presence and improve security, along with steps to activate oversight bodies, boost institutional performance, and safeguard citizens’ rights within the law.
Represented by Judges Jihad Abdulrasool and Diaa Muhairez, the Commission team provided an overview of its legal mandate and methodologies for monitoring, documenting, and investigating violations. They highlighted field missions to liberated governorates, where assessments of the human rights situation are conducted through visits to prisons and detention centers to verify legality, conditions, and prisoners’ rights, and to document unlawful violations for referral to authorities.
The session also addressed challenges facing security and judicial institutions, recent human rights developments, and strategies to enhance cooperation between the Commission and local authorities to better protect human rights and uphold the rule of law.
Concluding the meeting, the Governor praised the Commission’s efforts in monitoring violations, reaffirmed the local authority’s full support, and pledged to facilitate its work to prevent practices that undermine citizens’ dignity or violate laws and conventions.
