The National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) conducted a field visit to the areas of Al-Hashmah, Al-Shajarah, Al-Shaibah, and Al-Muftash in Al-Taizziyah District, Taiz Governorate, to assess the conditions of residents who are enduring ongoing human rights violations.

During the visit, the Commission’s team inspected the extensive material damage to homes and civilian structures caused by indiscriminate and disproportionate shelling with mortars and artillery — acts that constitute a clear breach of international humanitarian law. The team documented the shutdown of several healthcare facilities after being destroyed, depriving hundreds of families — particularly women and children — of access to medical care and treatment. Among the affected sites was the Abi Ubaidah School, which had operated on a dual-shift system for boys and girls but has now ceased functioning entirely.

The Commission also heard testimonies from victims of forced displacement affecting nearly 300 families from those areas, as well as from victims of sniper fire and landmines — including children and women, some of whom suffered permanent disabilities and limb amputations. Residents described the severe psychological trauma caused by the constant and indiscriminate shelling.

The field team recorded detailed accounts, gathered evidence, and collected information necessary to complete investigations into these grave violations against civilians, which contravene binding provisions of international humanitarian and human rights law.

The Commission also documented residents’ appeals for urgent humanitarian assistance and relief support — especially for impoverished farmers who have been unable to access or cultivate their land due to sniping and landmine contamination, as well as for displaced and homeless families living without shelter or basic necessities for a dignified life.
