NCIAVHR and Taiz Governor Discuss Human Rights Developments and Strengthening Local Protection Measures

On Sunday, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR) met with the Governor of Taiz, Nabil Shamsan, to discuss the latest human rights developments in the governorate and explore ways to strengthen protection mechanisms. The meeting, held at the local authority headquarters in Taiz city, was part of the Commission’s regular oversight and evaluation program across several governorates.

Governor Shamsan welcomed the Commission’s delegation, praised its oversight and humanitarian role, and emphasized the local authority’s commitment to benefiting from the Commission’s recommendations as part of a shared responsibility to promote and protect human rights. He also highlighted the importance of the Commission’s field visits and their role in enhancing the performance of relevant institutions.

Judge Ishraq Al-Maqtari, member of the Commission, presented key findings from the Commission’s recent visit to the Central Prison in Taiz, including observations on the conditions of hundreds of inmates. She stressed the urgent need for immediate interventions to uphold inmates’ dignity and improve their living conditions in line with national and international standards. Al-Maqtari also outlined outcomes from meetings and workshops held by the Commission with victims’ associations and civil society organizations, emphasizing the importance of following up on their recommendations—particularly those concerning the most vulnerable groups, such as landmine victims and children.

The meeting also addressed broader humanitarian challenges in the governorate, including civil, economic, and social rights. Discussions focused on improving access to essential services such as water and electricity, ensuring equal access to justice, mitigating the impact of violence on civilians in conflict zones, and providing adequate healthcare. Participants also underscored the importance of integrating victims and affected populations in remote areas into development planning and humanitarian relief programs.

Governor Shamsan reaffirmed the local authority’s commitment to incorporating the Commission’s findings and recommendations into its institutional plans in alignment with the state’s human rights obligations and in support of the rule of law.

The meeting was attended by Maher Al-Absi, the Commission’s researcher in Taiz, and Mohammed Taher, Director of the Yemeni News Agency (Saba) office in the governorate.
